The firm’s two principals, Noble C. Quandel and John E. Noone, began developing successful student housing in 2003 as principals of Higher Education Solutions, LLC. Upon the sale of the assets of this entity, the two formed Quandel-Noone Development.
With student housing as our focus, Quandel-Noone has been able to deliver the right program solution on every project, specifically satisfying each client’s unique needs. We do not bring one standard solution to every assignment. What we do is listen to our clients and then facilitate a team environment that quickly develops a program scope and design that delivers a creative, durable and efficient facility that exceeds expectations.
The experience and capabilities of Quandel-Noone are supplemented by the 128 year history of The Quandel Group, Inc. Quandel has been actively involved in the design and construction of student housing for over 20 years and with a current staff compliment of over 260 professionals. This depth of resources assures timely and cost effective delivery of our student housing projects.

Noble C. "Bud" Quandel assumed the position of Chief Executive Officer of Quandel Enterprises, Inc. from his father in 1976. He began his construction career as a laborer and then carpenter apprentice while attending college at Bloomsburg University. Under Bud’s management, the Quandel Enterprises’ companies have grown to operate within a geographical area which encompasses the Mid Atlantic region, New York and Ohio. These companies are currently constructing and/or managing in excess of 70 projects worth more than $1 billion. The entire organization has six operating entities producing services from ten offices in three states.
John E. Noone began his career in accounting and earned his CPA before entering Banking and Corporate Finance. Most recently, he managed a $300 million Commercial Banking Division of Pennsylvania National Bank in Harrisburg, PA, gaining extensive finance and management experience and specializing in Commercial Real Estate transactions. He became an entrepreneur with the acquisition of McCann Education Centers, Inc. in 1993 which he grew from 100 students at one location to over 900 students at three locations. In late 2002, Mr. Noone sold McCann to Delta Educational Systems, an education consolidator backed by Huron Capital Partners. Independently, John Noone is also President of Shamrock Investments, LLC, a Central PA firm investing in commercial real estate and private business equity.
In 2003, John Noone and Noble C. Quandel were co-founders of Higher Education Solutions, LLC. This firm specialized in the design, build, financing and management of privatized student apartments for Colleges and Universities. They sold the assets of HES to Collegiate Housing Foundation in late 2007 and subsequently formed Quandel-Noone Development Group, LLC. Quandel-Noone operates as a real estate development and financing affiliate of Quandel Enterprises, Inc.

- Feasibility Study Facilitation: With our presence throughout the market, we introduce highly qualified firms to evaluate each project's feasibility, in an independent and objective manner.
- Financial Analysis and Modeling: Once the project viability is established, we develop comprehensive project pro-forma and financial models to determine feasibility and provide the basis for project finance.
- Financing Options and Placement: Using our relationships with various commercial and investment banking firms, we will provide financing options to ensure prompt execution of your project transaction.
- Planning and Design: Drawing upon our relationships with highly experienced design professionals, we work closely with our clients to evaluate the campus environment and aesthetics, review architectural style, components and materials, determine size and scope criteria, investigate environmental concerns, building efficiency, mechanical and electrical systems and life cycle cost criteria..
- Construction: Our student housing construction experience over several decades enables us to convert all planning to an effective building program, including coordination of occupancy that considers campus calendar and school year.
- Operations and Management: If you so desire, we are able to contract with appropriate parties, with whom we have worked successfully, to assume responsibility for operations and management of your new facility.
